Creating a panel as a Menu in V3

In earlier versions there was an app template for Ipad where you could use the left side panel as a menu bar with various links and options, this was permenantly open. If you viewed the app on an iphone it would collapse down and become a menu panel that was only visible when clicked.

I dont seem to be able to do this in an obvious way with V3.

Is there a class I need to add to the panel to have it open permanently?

Is there a template or tutorial to show this somewhere?

Thats just my problem the new V3 split view template does not allow showing the menu on every page.

That is the same template that was on v1. Use panel methods to open/close it
