Everything is working correct. You need to listen for PTR’s refresh event and load some data and call its done method. You don’t have any logic in your fiddle. Check examples https://framework7.io/docs/pull-to-refresh.html#examples

Разве сама анимация на элементе с классом ptr-content не должна оттягиваться вместе с движением пальца?
Если имеете ввиду должна ли страница целиком двигаться? Она двигается только когда ios тема активна
